Response to the F&R Campaign has been outstanding with 12,300 followers, if you a have yet to donate, please consider doing so, the more funds raised the more work that can be undertaken. Funds have now reached the stage where legal action can commence, but this is only the beginning of a long campaign. See Judicial Review below.
So far the campaign has sent out 42 emails direct to supporters and 17,865 people have engaged in some way with F&R, which is a very good result for a web-based campaign.
As another example of the campaign’s success, of the 1,100 submissions to the Royal Commission of Inquiry (RCI) into the CHCH attack 810 used the F&R tool to share their personal experiences. The RCI appears to be very thorough, it is a great pity that the government is not prepared to wait for its findings before pressing on with firearm legislation.
10,420 people signed COLFO’s submission on the Arms Bill and a random sampling of written submissions indicates 91% oppose the legislation. We understand oral submissions to the Select Committee continued until the end of November. COLFO has endeavoured to attend these oral submissions to provide moral support to submitters. It is interesting to note that of the submissions so far it is only in Wellington that any have been in support of the Bill.
Despite Police attempts to isolate licensed firearm owners (LFOs), ordinary people are now starting to questions the actions of Police, who are working to an agenda of restricting the use of firearms as much as possible. We have reason to believe that more restrictive regulations will follow after the current Bill is passed. As has been demonstrated by Supplementary Order Paper 408, see below.
We also expect Police to carry out raids on LFOs after 20 December to make an example of those who have not com-plied with the law. Please make sure you are not caught out and you security is up to scratch.

COLFO has asked the High Court to review Police Minister Stuart Nash’s regulations banning certain ammunition and offering no compensation.
We have asked the Court to order that the decision not to compensate for newly banned ammunition was wrong on the basis that:
- It does not promote the objects of the Arms Act; and
- It is contrary to the general legal principle that if government powers are used to deprive lawful owners of their property, they are entitled to proper compensation.
The key principle is that licensed firearms owners ought to be fairly compensated for changes in regulations. To es-tablish this principle, we have chosen the strongest case first, where the mistakes and wrongfulness are stark, and won’t be bogged down by disputes and competing evidence on valuations (as it would be if we were to challenge the Government’s price schedule for the buy-back in the first instance).The court has yet to provide a date for this hearing.
SUPPLEMENTARY ORDER PAPER 408
On 13 November the Minister of Police dropped another bombshell on firearm owners in the form of a Supplementary Order Paper that further amends and complicates the already complex Firearm Legislation Bill 2019.
This SOP will make many historic and collectable pistols into prohibited firearms, by providing exemptions only for those semi-automatic pistols that can lawfully be used on a range by B endorsed owners. The police claim “Targeted consultation was undertaken with a limited number of members of the firearms community who have special interest and knowledge relating to pistols and air pistols”, however this clearly did not include pistol collectors.
Another aspect of this SOP is to make shoulder stocks for pistols a prohibited item. Again this particularly affects histor-ic and collectable pistols with shoulder stocks like the Luger Artillery Carbine.

The SOP further provides for the banning of AR type lower receivers when used with a .22 calibre upper receiver and also for pump-action rifles, or indeed any rifle, to be prohibited by Order in Council.
Submission for this SOP closed on 29 November.
In COLFO’s view none of these additional changes will improve public safety.
FIREARM PROHIBITION ORDERS (FPOs)
Police have circulated a discussion document calling for feedback on a proposal to create a government Bill to intro-duce FPOs. FPOs will prohibit those deemed dangerous from having any association with a firearm. It is interesting that the government should seek consultation on a new Bill that is meant to target criminals, but at the same time re-fuses to consult with law abiding owners on legislative changes that will only affect them.
COLFO supports the principles of FPOs, to prevent “criminals” having access to firearms, but has grave concerns about the many unintended consequences of their application that arises throughout the discussion document.
POLICE DATA SECURITY BREACH
On the 2nd December it was brought to our attention that it was possible to log on to the Police Buyback notification website and view the personal details of thousands of licensed firearm owners who had registered firearms for sur-render. We confirmed this to be true and immediately notified our membership through the Fair & Reasonable Cam-paign email. We also released a statement to the media.
Police subsequently shut down the website and claim that only one dealer actually accessed the full data of 35 LFOs and partial data of up to 500 more. (NZG: Later reports indicate that the breach was far more extensive). Police blame human error by their provider German company SAP.
COLFO’s view is that it does not matter how many people accessed the data and how much data was visible, this is a serious security breach and clearly demonstrates why a full firearm register would be a risk to all LFOs.
